Unicamp has taken an important step towards streamlining and reducing bureaucracy in the acquisition of items related to research projects. Resolution GR 06/2025, published in the DOE on February 05, 2025, regulates the procedure for contracting through a specific bidding waiver for research and development activities carried out via DGA. The new regulation does not change the purchasing procedures already carried out by teaching and research units and by Funcamp.

Among the main benefits of the new Resolution are:

  • Simplification of the acquisition process, via DGA, of goods, supplies and services for research.
  • Greater agility in hiring, reducing bureaucratic deadlines.
  • Alignment with the Federal Law 14.133/2021, which provides for the exemption of bidding for research.
  • Strengthening the University's research and scientific production activities

The standard clearly defines the scope of application, considering as “products for research and development the goods, inputs, services and works necessary for scientific and technological research activities, technology development or technological innovation, detailed in a research project.”

With detailed application by DGA Normative Instruction 01/2025, the new regulations also provide for control mechanisms, such as the obligation to link the purchase to an approved research project and, in cases of higher value contracts, the need for approval by the Office of the Vice-Rector for Research.

The result of the work of a WG formed by professionals from the Grant Office/PRP, PRDU and DGA, advised by PG and with the support of Funcamp, the measure reaffirms Unicamp's commitment to excellence in research and development, providing its researchers with more efficient tools to carry out their scientific activities.
