What research should be submitted to CEPCHS?

All research involving data collection from human beings must be submitted to CEPCHS, with the exception of: 

– public opinion survey with unidentified participants;
– research that uses publicly accessible and/or publicly available information;
– census research;
– research with databases, whose information is aggregated, without the possibility of individual identification; 
– research carried out exclusively with scientific texts to review scientific literature;
– research that aims to deepen the theory of situations that emerge spontaneously and contingently in professional practice, as long as they do not reveal data that could identify the subject;
– activity carried out exclusively for the purpose of education, teaching or training without the purpose of scientific research, of undergraduate students, technical courses, or professionals in specialization. 

CNS Resolution 510/2016, in Article 2, item XVI, considers research in human and social sciences: “those that focus on knowledge, understanding of the conditions, existence, experience and knowledge of people and groups, in their social and institutional relations, their cultural values, their historical and political orders and their forms of subjectivity and communication, directly or indirectly, including research modalities that involve intervention".

If there is any doubt as to whether your project should be submitted for consideration or not, the CEP's guidance is that the submission be made, since the Committee's objective is to protect, first and foremost, the research participant and, indirectly, the researchers themselves. 

CEPCHS recommends that the Final Course Papers (TCC) be bibliographic reviews. However, if they involve data collection from human beings, the Committee requests that the submission be made at the beginning of the period reserved for the development of the TCC, since the time for analyzing the project may be extended due to pending issues that may be found, and may end up compromising the development of the research.

How is the project submitted to the Research Ethics Committee?

Submission is made entirely via Platform Brazil. If the researcher is not yet registered in this system, he/she must do so before submitting his/her project. The PRP/CEPCHS website contains all the information necessary for inclusion (scripts and document templates).
